Korea's Tokenized Securities Rollout Starts in February 2027. Four Korean Institutions Are Already Building on the OP Stack.
TL;DR: South Korea's Financial Services Commission set February 2027 as the start of a phased tokenized securities rollout. Four Korean institutions have announced OP Stack work ahead of it, and none is in production yet.
- Phase one starts February 4, 2027 under draft rules open for comment until November 11. Phases two and three have no dates.
- Toss, KB Securities, DB Securities, and Dunamu's GIWA are each at a different stage: a test, an MOU, a phased build, and a testnet.
- KB Securities plans OP Mainnet, a shared network. GIWA runs on a dedicated Self Managed OP Enterprise chain.
Korea has a date. On September 4, 2026, the Financial Services Commission published a roadmap that brings tokenized issuance to mainstream securities beginning in February 2027. Several large institutions have already started building.

What did Korea's FSC announce for February 2027?
On September 4, 2026, Korea's Financial Services Commission published a three-phase roadmap for tokenized securities. Phase one starts in February 2027 and covers institutional money market funds and bonds, unlisted stocks through trust structures, and publicly offered fractional investment securities. Phases two and three depend on phase one results and pending stablecoin legislation.

The FSC has since followed the roadmap with draft implementing rules, the last set needed before the regime starts on February 4, 2027. They put into practice legislation passed in January that lets a distributed ledger count as an official securities register. Public comment is open until November 11. After that, the FSC will decide whether to relax requirements such as the ledger-sharing rule described below.
How do the draft rules treat the central depository?
The Korea Securities Depository (KSD), the country's central securities depository, sits at the center of the draft. Every ledger used to register tokenized securities must be shared with the KSD and with at least two account managers, such as securities firms or banks. That is a more centralized design than Germany and Switzerland use. There, certain securities can be issued straight into DLT-based registers without a conventional depository operating the register. As drafted, ledger-sharing is a design requirement from day one.
Why is Korea steering institutions toward tokenized securities?
South Korea is one of the world's largest retail crypto markets. Kaiko research puts roughly a quarter of global crypto trading against fiat currencies in won, and the FSC counts 11.3 million verified crypto users. Institutions are a different story. Companies have been barred from trading crypto in principle since 2017. Authorities have started reopening the market to some corporates, but banks and other financial institutions remain excluded. Regulators have pointed those institutions toward tokenized securities on regulated capital-markets infrastructure instead, a route the FSC first outlined in 2023.
How will tokenized securities settle in cash?
That is still open. In phase one the cash leg stays offchain, and onchain payments linked to stablecoins arrive only in phase three. The Bank of Korea laid out its preferred order in a May note: tokenized assets should settle first in central bank money or bank deposits, with stablecoins in a supporting role. Project Hangang has tested that design, with commercial banks issuing deposit tokens on top of a wholesale central bank money layer. Nine banks are now preparing its second phase.
Banks are also positioning for stablecoins. Hana Financial leads a won stablecoin consortium with four other lenders. In May, Hana Bank agreed to buy a 6.55% stake in Dunamu, the company behind the Upbit exchange, for about KRW 1 trillion ($670 million), and the two agreed to build a won stablecoin ecosystem together. Securitize has also lined up Korean partners before February, with agreements on tokenized funds with KB Securities and on infrastructure with LG CNS.
Which Korean institutions are building on the OP Stack?
Four named Korean institutions have announced OP Stack work: Toss, KB Securities, DB Securities, and Dunamu's GIWA. Together they cover a payments test, institutional tokenized funds, real-world assets, and an exchange-backed chain. None is in production yet. Each announcement describes a test, an MOU, a phased build, or a testnet.
| Institution | What was announced | Network | Stage |
|---|---|---|---|
| Toss (with KOMSCO) | Stablecoin-payments partnership; full load, spend, and settle payment test | OP Stack | July 2026 MOU; September 2026 test in a separate environment, no go-live date |
| KB Securities (with Securitize and the Optimism Foundation) | Tokenized money market fund and a KB Asset Management fund for institutional clients | OP Mainnet | MOU signed September 21, 2026 |
| DB Securities | Tokenized Jeju smart-farming and livestock assets and Korean IP | OP Stack | Two-year phased build |
| Dunamu (GIWA) | Exchange-backed chain | Self Managed OP Enterprise | Testnet |
Toss and KOMSCO: a payment test in a separate environment
Toss is the app South Korea uses for banking, payments, investing, credit, and taxes. More than 30 million people use it, close to two-thirds of the country. In July 2026, Toss, Optimism, and Sunnyside Labs signed an MOU covering a stablecoin-payments Layer 2 partnership.
In September, Toss and KOMSCO, the Korea Minting and Security Printing Corporation, tested a full load, spend, and settle cycle for a local-currency voucher. Spending and settlement completed together in a single transaction on the OP Stack. The test ran in an environment separate from KOMSCO's live Local Love Gift Certificate service, and no go-live date has been set.
KB Securities: an MOU for institutional tokenized funds
On September 21, 2026, KB Securities signed an MOU with Securitize and the Optimism Foundation. KB Securities supplies the products, Securitize provides tokenization infrastructure, and the Optimism Foundation supports the blockchain network.
The first products are a tokenized money market fund and a fund from KB Asset Management, both for institutional clients and planned for OP Mainnet. Stocks, U.S. ADRs, corporate bonds, and government bonds follow as Korea's token securities rules progress.
DB Securities: a two-year phased build
DB Securities, a traditional securities and underwriting firm, has committed to a two-year phased build. It will tokenize Jeju smart-farming and livestock assets, plus Korean intellectual property, into security token and real-world asset formats.
Dunamu's GIWA: a Self Managed chain on testnet
Dunamu, the company behind the Upbit exchange, built GIWA on the OP Stack. GIWA is the first Self Managed OP Enterprise deployment, with roughly 100 million testnet transactions to date.
Why are these institutions choosing different operating models?
There is no single right setup for a Korean institution preparing for tokenized securities. The choice depends on who needs control over what. A shared public network gets a product into production fastest. A dedicated chain gives an institution its own capacity, configuration, economics, and chain-level controls, in exchange for more operating responsibility.
| Decision factor | Shared public network (OP Mainnet) | Dedicated chain (OP Enterprise) |
|---|---|---|
| Time to production | Fastest path, no chain to stand up | Longer, since the chain must be deployed and configured |
| Capacity and block space | Shared with other applications | Dedicated to the institution |
| Chain-level controls | Application-level controls | Chain-level configuration and permissioned access |
| Operating responsibility | No chain infrastructure to run | Self Managed: the institution runs the infrastructure with Optimism support. Fully Managed: Optimism deploys, operates, and upgrades it as a managed service |
| Economics | Shared network economics | The chain operator keeps sequencer revenue |
KB Securities' plan sits in the first column. GIWA sits in the second, under the Self Managed tier. Each is a sensible answer to a different question. An institution with a narrow first product and a short timeline weighs them differently from an exchange running its own chain.
What should institutions consider before February 2027?
Consider starting in a test environment now and settle the operating model once the product is defined. The work before phase one comes down to four steps.
- Define the product and who holds it. Phase one is institutional, so the first products are funds and bonds sold to institutional clients, as in KB Securities' plan.
- Decide how investor identity and custody will work for the clients the product serves.
- Treat stablecoin settlement as a later addition. Onchain payment infrastructure linked to stablecoins is phase three of the FSC roadmap and depends on legislation that is still pending.
- Check your launch timing against the FSC roadmap before committing to a date, since only phase one is dated.
What is still undecided?
The implementing rules are still drafts, and the FSC may change requirements such as ledger-sharing after the November 11 consultation closes. The FSC has not dated phases two and three. Stablecoin legislation has not passed. Korea has no timetable for an onchain cash leg, and it has not decided whether stablecoins, deposit tokens, or central bank money will settle these securities. No Korean project named here is in production: Toss and KOMSCO tested in a separate environment, the KB Securities MOU sets out plans rather than a launch date, and GIWA is on testnet. MOUs are statements of intent, so these announcements are early signals and no market is live yet.
Next, Toss and KOMSCO will decide whether to extend their test toward a live rollout on their own timeline. Optimism continues work with Toss under the July MOU. To see what a dedicated chain looks like in practice, read about OP Enterprise.
Frequently Asked Questions
When does Korea's tokenized securities rollout start?
Phase one starts in February 2027, according to the roadmap the Financial Services Commission published on September 4, 2026. It covers institutional money market funds and bonds, unlisted stocks through trust structures, and publicly offered fractional investment securities. Phases two and three have no set dates and depend on phase one results and pending stablecoin legislation.
Which Korean institutions are building on the OP Stack?
Toss, KB Securities, DB Securities, and Dunamu's GIWA have each announced OP Stack work. Toss and KOMSCO ran a payment test. KB Securities plans tokenized funds with Securitize and the Optimism Foundation. DB Securities plans tokenized real-world assets. GIWA is a Self Managed OP Enterprise chain on testnet.
What is KB Securities building with Securitize and the Optimism Foundation?
KB Securities signed an MOU on September 21, 2026 to build a tokenized securities business for institutional investors. It plans to start with a tokenized money market fund and a KB Asset Management fund on OP Mainnet. Stocks, ADRs, and bonds follow as Korean token securities rules develop.
What did Toss and KOMSCO test on the OP Stack?
They tested a full local-currency payment cycle: load, spend, and settle. Spending and settlement completed together in a single transaction. The test ran in an environment separate from KOMSCO's live Local Love Gift Certificate service, and no go-live date has been announced by either party.
What do Korea's draft tokenized securities rules require?
Every ledger used to register tokenized securities must be shared with the Korea Securities Depository and at least two account managers, such as securities firms or banks. The rules take effect February 4, 2027, and public comment runs until November 11. The FSC may relax requirements such as ledger-sharing after the consultation closes.
Is any of this live in production?
No. The Toss and KOMSCO test ran in a separate environment, the KB Securities agreement is an MOU, and GIWA is on testnet. Phase one of the FSC roadmap begins in February 2027, so production issuance of tokenized securities in Korea is still ahead. DB Securities has described a two-year phased build.
Should a Korean institution use OP Mainnet or a dedicated OP Enterprise chain?
It depends on the product and the timeline. OP Mainnet is a shared public network and the fastest path to production. A dedicated chain through OP Enterprise adds its own capacity, configuration, and chain-level controls. Its Self Managed and Fully Managed tiers split operating responsibility differently.

(OP Enterprise) |
|---|---|---|
